A graphic video showing girls bullying a classmate has sent fresh shockwaves through Germany – just days after a 12-year-old was brutally stabbed to death.
The footage shows the unidentified girl aged 13, being slapped, spat on and having a cigarette stubbed out on her before she is pushed to the floor and surrounded.
Her ordeal only ends when a passer-by intervenes but of the group, only one is criminally responsible as the rest are below the age of criminal responsibility in Germany, which is 14 years old.
The troubling incident comes after Luise Frisch, 12, was stabbed to death by two classmates aged 12 and 13, and they too will avoid justice for the same reason.
Both cases have led to demands for the 100-year-old law in Germany preventing those under 14 from being put on trial to change – although ruling politicians and judges have opposed calls.

In the latest episode the girl was attacked on a footpath in the town of Heide in northern Germany by three girls and her ordeal filmed and posted online.
One of the attackers screams at her victim: ‘Sit down – I won’t let you go easily,’ as she slaps and punches the crying girl while being cheered on.

The victim is seen hyper ventilating and pleading with them: ‘Please, stop I can’t breathe.’
But one screams back:’ We’ll beat you until you are on the floor bleeding.’
The footage ends with the girl sitting on the floor sobbing and the girls flee as police arrive on the scene.
Astrid Heidorn, a spokeswoman for the local police, said:’ The incident is being investigated. We have seen the footage which shows a 13-year-old girl being attacked.
‘We are also investigating reports of a robbery, as the girl’s jacket and telephone were stolen. The suspects are known, and enquiries are continuing.
‘Two of the main group are below the age of criminal responsibility but one is over 14.
‘We would urge that the video is not shared and uploaded. Dissemination of the video violates the rights of the affected person and may be punishable.’
The local prosecutor’s office declined to comment to the MailOnline saying that ‘because of the ages involved there will be no criminal case’ adding that it would be ‘dealt with by youth workers’.
Speaking to German daily Bild, the woman’s mother said:’ When I saw the video I broke down. They all had fun tormenting my daughter. They are sadists.
‘Everyone knows that nothing will happen to them because they are so young. I want the perpetrators to be punished harshly, the law needs to be tightened.
‘They may be young and nothing will happen to them, they will get on with their lives but my daughter will never forget what happened to her.’

The elder one is said to have encouraged her younger accomplice to stab Luise or she ‘would end up next to her,’ according to reports in the German media.
And in a further sick twist one of the girls uploaded to TikTok a video of herself dancing while police carried out a search for Luise.
MailOnline has been told by the Ministry of Justice and the German Judges Association there would be no altering of the 100-year-old law as it would be ‘knee jerk’.
Stephan Brandner, a member of the opposition right wind AFD party told MailOnline: ‘Yes, I think the age of criminal responsibility needs to be changed, especially in cases where intent is clear.
‘With the murder in Freudenberg, we know the main preparator knew exactly what she was doing. It wasn’t an accident, it wasn’t negligence and that’s why the law must change.
‘Many Germans, like me, are shocked by what has happened and there must be some reaction from the State for such a cruel and intentional killing.’
