A major police operation shut Chapel Street on Tuesday morning as officers negotiated with a man near Windsor train station.
Victoria Police said in a statement they were negotiating with a man on Albert Street and asked the public to avoid the area.
After 10am, police said the situation was resolved peacefully and the man, aged in his 20s, was taken to hospital for assessment.
The force was called to Albert Street about 7.30am before reports flooded talkback radio about a police helicopter hovering over the scene and scores of police officers shutting off local streets and telling those nearby to remain indoors.
Chapel Street closed in both directions between Dandenong Road and Union Street.
No.78 trams have been cancelled between Swan Street and Dandenong Road. Metro Trains said on social media that trains were running non-stop through Windsor station due to a police request.
A 3AW talkback caller told the radio station that police had told occupants in her Albert Street building to remain inside and lock the doors.
“[I’m] a little bit scared,” the caller said.
